As it happened: Global COVID-19 deaths surpass one million as Victoria records 10 new cases; Melbourne residents enjoy first night without curfew as Australian death toll jumps to 882

• Victoria recorded seven deaths and 10 new cases of COVID-19, seven of which were not linked to known outbreaks. The state’s Premier Daniel Andrews and health officials have said reducing the proportion of cases with an unknown source is key to further easing restrictions.

• NSW recorded its fourth consecutive day without community transmission of the virus, with two new cases in hotel quarantine on Tuesday. Premier Gladys Berejiklian said health experts may consider further easing restrictions after school holidays.

• More than 33.3 million COVID-19 cases and one million linked deaths have been confirmed internationally. Australia has recorded a total of 27,063 cases and 882 deaths.

Health Minister Roger Cook has called for tighter protocols and rules around foreign ships coming into Australian waters, after an infected ship arrived off the Pilbara coast in Western Australia.

WA needs to better understand how international testing regimes work, as another outbreak on board a foreign ship could potentially threaten the import and export trade, he warned.

The Pilbara, where the iron ore bulk carrier Patricia Oldendorff had arrived, was “literally the engine room of our economy”, highlighting one of Australia’s COVID-19 risk factors, and it was important the state government and community could have confidence in the arrangements in place.

Mr Cook said he could not allow these sorts of scenarios to occur without challenging the rules that allowed them to come about.

The department at the centre of Victoria’s failed hotel quarantine program may have broken the state's public health laws by not adequately checking daily if thousands of returned travellers needed to remain under detention.

Each of the 20,000 travellers who stayed in Victoria’s quarantine hotels between March and when the program was scaled back in July was handed a detention notice at the start of their compulsory two-week isolation.

The Public Health and Wellbeing Act requires that any person detained using the state's emergency powers have their detention reviewed daily to ensure it is necessary they remain in quarantine to protect public health.

But the state’s COVID-19 hotel quarantine inquiry, which finished hearings on Monday, heard evidence from counsel assisting, Ben Ihle, that the Department of Health and Human Services failed to do this.

All nine of Victoria's recent hotel quarantine positive COVID-19 cases can be traced to community transmission, according to the state government.

They include five staff from Spotless, a private company that has been subcontracted to provide security and cleaning in the remaining two hotels.

A Department of Justice and Community Safety spokeswoman said three cases had contact with a known outbreak, including police, aged care and public housing.

She said five cases had contact with known household cases, while it was considered the remaining case was infected via community transmission in a hotspot area.

Before a genomic sequencing report found nearly all cases in the state’s second wave could be traced back to hotel quarantine, a DHHS spokesman said active cases inside the hotels in June were more likely to be from community transmission.

From Monday, a 30 per cent discount will apply to off-peak travel on buses, trains, metro and light rail services to continue to "support physical distancing" on public transport.

A 50 per cent off-peak discount was introduced in July for three months "to help reduce crowding during the busiest times of the day to support physical distancing and enhance the safety of our customers and staff during COVID-19", Transport for NSW's chief operations officer Howard Collins said.

“Although this period has ended, we will be keeping a 30 per cent off-peak Opal fare for bus and light rail too. Before the pandemic this was only available on metro and trains.”

Peak travel times are set at 6.30am to 10am and 3pm to 7pm on Sydney Trains, metro, light rail and bus services, and between 6am to 10am on NSW TrainLink intercity services.

A $8.05 discounted all-day travel cap will also remain in place on weekends, including on ferries.

More than 30,000 elderly Australians have died while waiting for their approved home care package, the federal health department has revealed.

While he was unable to say how many older people had died of COVID-19 while waiting for a home care package, home care first assistant secretary Nick Hartland to a Senate inquiry hearing on Tuesday that 10,569 people had died on the waiting list in 2019-20.

The tally brings the total number of deaths of people waiting for care they had been approved for to 30,000 over three years.

Labor's aged care spokeswoman Julie Collins said this was "a shameful situation", with the figures being revealed after the Royal Commission’s call in its interim report for urgent action on the home care waiting list.

Ms Collins called on the Morrison government to "fix this crisis" in next week's federal budget.

The number of healthcare workers who are currently infected in Victoria dropped by 11 to 53 and the number of active cases linked to nursing homes dropped by about 50 to 158.
