In breaking local news, vital earth-moving work on Canberra's $288 million Majura Parkway project stopped this morning amid fear that a deal between two building firms to keep the job moving had collapsed.

Sub-contractor Hewatt Earthworks is understood to be withdrawing its big machines back to the company's depot for evaluation in the event they have to be sold off to pay creditors.

Fairtrade cocoa farmer Esther Mintah Ephraim, from the Kuapa Kokoo cooperative in Ghana will be at the ACT Legislative Assembly today. 

Joining Greens MLA Shane Rattenbury and Fairtrade Australia and New Zealand boss Molly Harriss Olson, Ms Mintah Ephraim will discuss the influence of Fairtrade in Australia and rural communities in developing countries.

The 28-year-old has worked on her family's 38 acre farm since completing secondary school and has been involved in Fairtrade for eight years.

Coalition MP Teresa Gambaro has fired a rocket at the idea of a new deficit levy, saying if one were introduced in next week's budget, it would be a "breach of promise" to voters.

As cabinet gathers in Canberra on Wednesday to discuss the tax and other budget measures, Ms Gambaro has argued that a levy would hurt the economy and public trust in the government.

"I don't see that there has been a case made for a debt levy and I would see it as a breach of a promise," the member for Brisbane told The Courier-Mail.
